In our county, in Ohio, you have to go to the county judges office to take the test. The test is really easy and if you miss one they just tell you the correct answer right then and there. You give them a check for $5.00 to the Notary Commission and they send it in for you. A week or so later when you receive your certificate back in the mail you take it to the clerk of courts to be filed. You can't notarize anything until its filed.
It a really easy process. I would contact the clerk of courts, or the secretary of state, and ask them what the procedure is in your county.
