Courthouse do not want to loose the income that they generate from the copies. I too have thought about the hand-held scanners, but if you think about it, not all the pages can fit through the scanner. For example, the very old deed records, you must need to scan the deed twice (Half each time) to be able to get all the information. It would be more time consuming.
