Two things here Lisa. If bulk transfer is stopped these companies will no longer be able to get future images in bulk. It doesn't matter who their clients "mostly" are. If they can't get them, they can't sell them overseas by any means or offer them for sale through internet display. They will not own them. Ownership will return to the people who entrusted them to their local government and they will be available there for viewing by any of the public who lives or visits there.
