In further response to your question, the Town Clerks in Connecticut can be sued for negligence along with the Town. We have no county government here, and the sovereign immunity doctrine that protects the State of Connecticut from law suits does not apply to its political subdivisions. One of the Town Clerks recently told me that she is routinely named as a defendant in suits against the Town. However, the suits usually have nothing to do with indexing problems. The fact remains that the Town Clerks are accountable to the general public
