The apparatus may already be in place through the 9/11 Patriots's Act. This law has recently come under fire in the courts as overly broad and unconstitutional in some respects, and there is almost certain to be some refinement or amendment to bring it into line with constitutional standards. With the current hysteria over terrorism I do think the law will be in effect for quite some time. The intent of the law is good, but its enforcement and application leave something to be desired. However, the main thrust is to make terrorism more difficult to effectuate within pour borders.
The government is very concerned with misappropriation of identities. Those of you who also do real estate closings have already seen the new identity verification procedures imposed before the loan will be funded. It may be a good idea to let your elected official know about how easy it is to obtain information over the internet. In fact the out sourcing issue that was discussed on this board several weeks ago may be a prime example exporting identity information to those which the Patriot's Act was designed to prevent.
