The images will still remain the property of the imaging companies. They will probalby be able to continue to spread them all over the world without regard to ethics or who may be hurt.
The law will prevent government authorities from releasing the public documents in bulk and prevent the government from making the images available over the internet.
No government has control over the internet and this is one of the points that was missed when our government carelessly decided to release the documents over the internet. They simply forgot the Internet reaches far beyond their jurisdiction or ability to control.
Texas Governer Rick Perry and California's Governor learned this the hard way in 1998 when they sued a "public records" company for displaying the vital statistics records the company bought in bulk direct from the States. The records included the birth records of all Texans born between 1932 and 1998. The site was taken down but the records were immediately made available on 11 computer disks for $129.00. Today, you can find many sources on the internet for these records. Once released, no governor or judge can pull them back.
Texas and California passed laws to prevent this happening again. The laws made the birth records confidential for 75 years. So if you were born after 1998 you are protected but their is no protection for anyone whose records have already been seized in bulk.
