Glad to see you are still around. You are right about the "nonpublic personal information", but it does seem to me that the social security numbers on some of these documents were never meant to be public. It was simply never anticipated that the information would be accessible to just anyone over the Internet.
I guess that is the first thing that will need addressed, but it will likely only affect new public records. For the people who already have their SSN on public documents, they may be out of luck.
