In short. Basically via Zoom, Skye, etc. BUT the notary must video record the notarization and save it for at least ten years, document signed, fax or pdf to notary who signs and fax or pdf back to signer, then original is sent to notary for completion of wet signatures.
CT is a 2-witness state. The witnesses must be present with the signer, social distances apply, only the notary can be remote. Details are available by reading the EO.
