We usually get ours from a local art/drafting supply store.  You might want to call around and ask a few of your local surveyors where they get theirs.  I'm sure you could find a local store that either carries a few, or can order them.

One of our counties uses a rare 330/660 engineering scale.  They are about $35 each.  Those usually have to be special ordered.  Since there isn't much demand for them, they don't stock them.
