I work internationally, USA and Mexico. I guess my question would be, is your client licensed to do business and effect title in Puerto Rico?
Typically, we see cross-border transaction searches done by an Underwriter and sent to an agent - since it is a US territory.
Just a thought - seems odd an agency would be licensed in another country and not know how to do business in that county. If you search online, you will find many sources.
Also, you need to make sure that the qualifications for the search do not require a certified translator. In Mexico, anything translated must be certified in order to be an official, legal document
