For my regular, in state clients I'll tell them can give you an estimate of cost which won't include copy costs, but can't give quote. Then explain in order to provide a quote I'd have to do the work and I don't work for free, as they can surely understand.
For national companies, unless we share a good working relationship - including prompt payment - I will not give a quote at all, only estimate and that is usually high. Why put yourself in a position to do work, incur cost, and not get reimbursed let alone paid for your time? The client has already shown they don't want to pay, but do want you to drop everything.
Often I see in this forum people who say they're owed thousands, and yet they continue to put themselves in a position to get screwed. People offering to give you a fraction of what your time is worth are not doing you a favor. Let them go to offshore companies that don't know what they're doing. And start asking for references from companies you're unsure of. If they balk, they were not going to pay you anyway.
