I have a late fee provision built into the Client Services Agreement that everyone signs before we accept their work.  I usually waive it if I see the company is at least making an effort to bring their account up-to-date.  Sometimes, tacking on extra fees can be counter-productive in terms of the ill will it generates.  It's a judgment call.
