At the time there were very creative gimmicks to deprive citizens of the constitutional right to vote...poll taxes...literacy tests, etc.
The Constitution of the United States does not explicitly guarantee one the right to vote. Furthermore, the federal courts interpret the Constitution as to not include it, although various amendments prohibit discrimination based on race or previous condition of servitude or gender and sets the minimum voting age at 18.
