I certainly feel that issues of opting-out, redaction and log-in security for the site are significant. As I've said before, the use of tools like wikipedia uses to know who is altering / posting via IP addresses and the use of log-in tools, would all be useful in understanding usage pattern, tracking changes, and help provide some security in additon to other digital techniques.
I'd certainly note that such a entity running this system would itself only be private in a narrow sense of the term. I would urge anyone to not dismiss the fact that this nonprofit would act almost like other quasi-governmental entities like the Better Business Bureau, Chamber of Commerce, etc....
It would be a nonprofit corporation, registered with the state, bearing charitable status, and chartered to operate in a manner designed to protect the common good To me, this implies a duty to act reasonably to assist legitimate law enforcement efforts and to protect individuals against specific threats, while balancing such duties against the goal of providing open public records. The implementation of any and all reasonable tools, techniques and policies in doing so, whether IP address tracking, posted warnings, firewalls or otherwise, would certainly be reviewed and encouraged.
