Recording is a SYSTEM. We have to remember that through the system, the counties collect current and delinquent taxes to fund schools, roads, libraries, fire departments and police. Through the System, the government collects deliquent State and Federal Taxes. Through the System money is collected for the General Fund through Mortgage Registry Fees and State Deed Taxes. Most Recorders Offices interact with Treasurer, Auditor, Assessor offices to make it all work.
As Abstractors and Title People, we tend to think just in terms of certain common documents like Deeds and Mortgages when we talk about the Public Record, but Public Records are much more than that. To a large extent, their interaction is the mechanism by which we live our wonderful U.S. lives the way we do. It is a much more complex system than we tend to think about, and they System cannot and should not readily be changed.
