Actually, we have over 2,500 signing agents registered on Source of Title. Notary discussions are definitely welcome additions to the forum.
In my opinion, if the document was not provided for the first closing, the signing agent should be paid an additional fee for a second signing. If they were willing to come to my office for it, I would most likely waive the fee, or just charge a nominal amount. If they wanted me to go back out to the borrower to have it signed, I woudn't be so generous. Of course, I don't do that anyway. All of our witness-only closings are in our office.
