Update: Word I am getting is that you can contact the investigative department at the state level insurance regulatory body. This is for any state, not just PA. Wherever the title entity is licensed, contact them and let them know a licensee has bounced a check. Having concrete evidence like a bounced check will allow them to do something. It may be a goof or it may indicate looming failure. In either case, if they have not yet filed for bankruptcy, there's a chance that the state might be able to assist you. At the very least they may be able to stop an out of control entity from harming more of our community. These are unusual times, indeed.
FYI - In PA the regulatory office is the PA Dept. of Insurance.
