A civil suit is probably the easiest and most direct means of pursuing collections. Because these are commercial, business to business, transactions, I don't think that the Attorney General's office would get involved. They do a good job of investigating consumer complaints. It may not hurt to file a complaint, but I think that you would have better luck filing suit - if they are collectible.
If they have a title insurance license, you could file a complaint with the Department of Insurance. However, my experience has been that they do not investigate these types of issues, either. Again, it is a civil matter best handled in court.
