There's a program that Steve Meinecke turned me onto a while back called PaperPort that I've found to be very cost-effective.  It sells for about $100.00 in stores like Office Max and it allows the user to convert documents from Word, Excel and other applications to .pdf format and will convert scanned documents as well

I use it almost exclusively to send reports to my clients via email and I hardly ever have to send faxes anymore.  This little gem has paid for itself in paper and ink alone, not to mention its versatility.  It's especially handy to have in my Mobile Field Office when I'm in a remote area where fax services are scarce.  I know that's not exactly what you were asking about, but it could be another solution you may want to consider.
