I don't know what the laws are... but I don't think it matters much because you can't get abstractors to join together for something like that anyway. There are always going to be abstractors willing to work cheaper than the next guy. The only way to compete in this business is with your price - if you aren't cheaper than than your competitors it will be tough to pick up new clients in this business. Until the clients start to care more about the quality of the work, this probably won't change.
That said... it is probably not a good idea to actually discuss minimum prices with your competitors.
