I'm no lawyer, but Theft of Services is covered in 18 Pa CS §3926.  You may also want to consider a charge of Theft by Deception(§3922), although I think that one requires proof of intent to defraud. Stop by the law library while you're at the courthouse and ask to see Title 18 Purdon's (the PA Crimes Code).
