Most of the big nationwide VM issue title insurance to their clients. Their client base is made up mainly of lending institutions. About 10 or 15 years ago the underwriters started opening there own VM companies---First American, Fidelity, Stewart.
As to whether or not notifying the underwriter regarding non-payment would help the abstractor. In some cases it might. But I have my doubts. I really don't think that the underwriters will bother to take the time to look into the matter. They haven't cared about the plight of the abstractor up till now. They will just use their off shore companies.
