First off, place an announcement concerning the new rules somewhere conspicuous on your website.
Secondly, add a reminder of the new rules as a footer to your email templates and fax cover sheets.
Thirdly, you are hopefully using some form of engagement or confirmation letter with each new order. Include, as a separate sheet, a notice concerning the new rule and include a copy of a non-conforming page along with a copy of a conforming page.
In all of the above emphasize that you cannot advance the $20.00 for recording non-conforming docs. State that you can offer two solutions for non-conforming docs: 1. Return the docs to the preparer for corrections or 2. Require payment to you via PayPal for the $20 bucks. The latter solution allows them to pay you right away so you can get the docs recorded. I would up the PayPal fee a bit to cover what PayPal charges plus aggravation.
