Robert,  We have been sending a copy of the new rules everytime we send the initial job.  They then should have the information available when they prepare the documents originally.  Of course we all know that probably isn't going to happen in all cases.  But I too have had problems collecting the advanced fee after the fact.  I feel if we have given them the notice ahead of time, I shouldn't feel badley about calling & giving them the option of sending the $20.00 or we can send the docs back for correction.  I really am getting tired of spending my money for others mistakes.
