Thanks, Ron. I did know of the strict requirements for becoming a participating abstractor and it does seem as though they are really limiting competition. I guess I just overestimated the importance of participating in the Title Guarantee Program.  I assumed that the Program dominated the market in Iowa and that there wouldn't be a lot of work outside of it.
