I think the fact that a ship owner could lie (and try to cover his tracks) is exactly why they had the harsh rule voiding policies when the warranties were violated. If the ship's owner got caught he had no coverage at all. That was probably enough to deter him. As you pointed out... it would be cheaper to tell the truth and pay the correct premium than to lose your ship and cargo at sea.
