It is an understatement to say that "it seems wrong."  It is a travesty.  ALTA basically failed to give the independent agents any representation that would have provided a reason to join voluntarily.  Due to their failure to demonstrate that they are a worthy organization to support, they have decided instead to hold their forms ransom and force us to support them.  And, they might as well add, "if you don't like it, get out of the title business."
