Our main county charges $5 first page and $1 each other page PER DOC. We offer a flat $1 per page fee which saves the client $4 per doc, but the caveat is that we offer the docs by high-resolution digital pictures. We use a 8 megapixel digital camera to photograph documents and send then out to the client. We dont guarantee quality and they are not certified copies, naturally, but they are quite legible (digitial picture stabilization prevents blurred images in these modern, hi-tech cameras).
The client can convert the jpg images for free online into pdf documents that can be manipulated and viewed in Adobe Acrobat (also a free downloadabe program online).
The whole cost of the pictures (minus some rechargable battery power costs on a utility meter, and some electrons to send the images through the internet) become pure profit with nothing going to the county.
Just an interesting option to consider and increases your profit margin in doing so.
