All liens in Florida are recorded in Official Records, ie: City, Municipality, Civil and Criminal. You can not have an unrecorded lien, there is no Utility records department, there is only one filing system in the individual counties. Now as far as being in the renters name, all utility departments require the landlords name and phone number as back-up information. Secondly if you are not named as the landlord or the tenant on the account, the company can not divulge any information.
