Thanks Terri, However, in this case the utility liens against this property were not recorded in the County under owner's name. I've double checked . Apparently the current owner rented the property and certain tenants did not pay their bills... so the liens are in tenants names but against subject property, but not recorded in the Official Records of the county.
Secondly you say "they must be recorded with the county", can you explain this further... do you mean to attach to the property?
