There is nothing wrong with it... so long as it is the abstractor's choice to do so. If the abstractor doesn't mind flat rate billing and is comfortable with working the average copy costs into the price of the search, that is fine. But, if the abstractor's policy is the search fee, plus copies, it is not the clients right to say "we don't pay for copies." If they ordered the search knowing the abstractors price doesn't include copies, they are obligated to pay for them.
