It's true that the phrases "powerful". "strong", and "national security force" would not in and of themselves bring to mind a benign public service organization.  Nevertheless, when you read the whole quote in context, I think it's crystal clear that that's what Obama was talking about.

Let's play devil's advocate though and suppose that he really did want to create a new national police force.  My question then is, where is it?  He's been in office for 15 months.  Where's the proposal for one?  When has he ever even mentioned this new national police force at any other time?  If he really wanted such a new national police force, wouldn't you think he'd mention it more than once?

BTW, you'll have to show me one example of when I have ever deliberately taken a Republican's words out of context, because I don't believe that I debate that way.
