While Pennsylvania may not require auto owners to carry liability insurance there are other states that do. Connecticut is one of them.

In effect Pennsyvania is still requiring insurance either by way of a purchased insurance policy or by way of self insurance.By making the cost of self insurance prohibitive Pennsylvania is requiring the purchase of insurance as a more viable alternative.  It does not alter the fact that insurance is subject to government regulation....both as to who must carry it and as to the subject matter of the coverage.
