The Citizens of each State should indeed be allowed to determine where their taxes go and if they want to study methods for improving the efficiency of records, then so be it.
The federal study is not intended to study ways to improve the systems and Robert is hoping that some new ideas shake out of a tree. I think they'd get better ideas having a local public hearing at the County supervisors chambers some evening and letting abstractors, landowners and other member of the public speak to the issues.
Lets spend the federal money on something with clear and proven advantages like cancer research or science education.
