I understand the review of the loose, unindexed papers.
A problem that we have, is that documents are continually recording in any of 5 public counters, plus any of 7 other staffers upstairs who recede in the mail and courier documents simultaneously, all day, and now a system of electronic recordings being tested too.
We cannot account for any one of dozens of instruments that might be recording outside of our field of review.
The only sure way to know, is after-the-fact, by checking the index the next business day, after everything from the prior is entered into the database.
I'm sure that counties with less urban / suburban commerce are easier to search, as I do so regularly outside of the Bay Area; most have two or three clerks with blue hair named "Dianelle" who call ya "Shuger" and tak,e 4 hour lunches, but it's a changing world...
