Kevin, I had the same thoughts until I read the video conferencing requirements for "satisfactory evidence" of identity.
The electronic notary must personally know the signer, or comply with very sophisticated technology that meets complicated federal government standards.
This is the kind of card and biometric data that is used in the FBI, CIA, nuclear plants, etc. If such a method is not available then the signer must go to a trusted third party to be identified. The trusted third party must meet certain requirements of high standards as well.
It is not at all like that secure webcam technology website presents it.
