He was tried in a county court, and they did bar him from the Clearfield County courthouse, so if that is where you saw him, I don't believe he is allowed there. Other than that, without any abstractor licensing in Pennsylvania, there's nothing to stop him from working if someone wants to hire him.
What I really don't understand is how a theft that involves a fortune in property interests merits no prison time. Really, you'd think that a crime like that would merit a couple of years of "me time" in a state facility, but I guess not, eh?
