Yeah, that seems like a pretty big problem. This seems to be a clear violation of the due process these individuals are entitled to. I believe that if the addresses are known, or could be discovered with reasonable diligence, those people are entitled to proper service.
But, like most things these days... the laws don't seem to apply to the banks if it would be too inconvenient for them to comply.
