I agree wholeheartedly on the design aspect.
If MERS had been prescient possibly they could have developed a system which took into account the local characteristics. But now realizing the condition of their registry and the ensuing problems and conflicts this whole matter has turned into a colossal mess!!
My point is that "systems" need to meet the demands of the commerce.
It is seemingly impossible to me that you can create a system based on paper movements via postal service or courier across 3,794,083 square miles encompassing 3,141 governmental entities that could keep pace with the movement of electronic financial instruments around the world!
