Sounds like a legal question.  Do you need the answer for yourself or are you trying to find the answer to give it to someone else?  I only ask because notaries sometimes take on questions that border practicing law.  If you are finding the answer for someone else, google it and send them the link.  Not being rude here, but sometimes what seems like a harmless question . . .
