That seems very reasonable.  I don't think I mind a flat fee, if it is designed to be revenue neutral.  Unfortunately, in Ohio it seems that our legislature (or the lobbyists) have used this as an opportunity to raise revenue - this is essentially a tax increase on homeowners.  I don't like the idea of making it more expensive to buy a home.
