Yours is the responsible way of looking at this-- if the trees are cut, trees will be less likely to fall into power lines, crews will have fewer downed lines to repair and will be able to get to all of them faster, and it will therefore be less likely that people will be out of power for two weeks in the future.
However, look at this from the perspective of greed-- cutting the trees would make trees less likely to fall into lines, allowing the power companies to cut maintenance staff and still stay above some minimal, barely acceptable level of power reliability most of the time.
In other words, I wouldn't necessarily expect reliability to improve. It's Mitt Romney's world, we just live in it :-p
