I have had some searches like this recently and I have had to explain and request fee increases. I do like the first response to your post that suggested solving the problem by adding language that anything before the commencement date is excluded. I would go a step further by adding that the source of title for the owner who held title at the commencement date was not reviewed and the report is rendered under the presumption that the owner held title free and clear of any issues, encumbrances, etc.
