"We're busy" is not an excuse.  And shouldn't be offered as one for a job not being done.  If it were me, and it has been, I would speak/write to the clerk and include the "we're too busy" quote, asking why the deputies are not doing their job.   The clerks of court and their deputies are public servants.  They are there to serve the public.   If they don't meet the public's needs in a timely fashion, the only acceptable reply would be an apology and an estimate of when the work would be completed.

 We're busy indeed.  We (hopefully) don't use that excuse when communicating with our customers, and shouldn't accept it from offices for whom we are customers.
