Kansas and Missouri are Licensed-only States. I know of an AWESOME guy who has been in the business 20 years who works that turf and he would be MORE THAN HAPPY to talk it over with you. I can put you in contact with him if you like.
Also, "Attorney Opinion" states are an interesting concept, as attorneys (the smart ones at least) won't sign off on off-shore. I interned with one one of the top attorneys in NC state (later became my first client!) and she would not go near off shore and warned me (repeatedly) not do it.
