Here is a good resource, Survey of State Insurance Laws Regarding Title Data and Title Matters: https://www.naic.org/documents/committees_c_title_tf_related_title_survey.pdf

It contains a lot of detailed information about which states regulate who can perform different title related functions, and much more.  I cannot vouch for it's accuracy, but it seems to come from a reliable source, the National Association of Insurance Commissioners.
