I have never had a problem with payment and have worked with ATR for several years.  They do ask if I can complete a search in a particular county before sending the search to me. I believe they are organizing and putting things in place before telling their customer they can do it, too.  I would say, "yes".  Go ahead and take the work from them when they ask.
