yes. Tenants moved out after water was shut off. City claimed they didn't take meter out and ran up $3000 water bill (city employees were later convicted of fraudulent activity for the very thing). Water couldn't be turned back on to rent. I don't think Fannie Mae underwrote the original mortgage, but not sure.
