The way I read her comment is basically..  Someone or some one in an agency, is claiming a right to require a "person(s)" to buy title insurance at every refinance or purchase. 

I believe more, that some in government are claiming more rights to make "policy or policies" in an agency or make an additional requirement, that in law, they (the agency) never had to enforce or create. 

Such as in a purchaser or refinancier to make or require title insurance.
