This scam has been around for many years, and has
made its way on to the internet in the recent past.
If you check out the Justice Department's website there is a full
explanation of how it works. Not only have people
lost fortunes in so called "processing charges",
but several seem to have disappeared when they
tried to follow their money to Africa.
